Shawn W. Weis joined the Pennsylvania Infrastructure Investment Authority (“PENNVEST”) as Assistant Counsel in 2005. Shawn focuses her practice on handling revenue-based, asset-based and real estate structured transactions for financing sewer, drinking water, storm water, Brownfield and other non-point source projects. While serving as PENNVEST’s Assistant Counsel, Ms. Weis has assisted the agency with the development of a state program for funding the remediation of Brownfields sites throughout the Commonwealth and the design and development of an integrated online system for settlement on funding awards made by the agency. Prior to joining PENNVEST, Shawn served as In-House Legal Counsel for KnowledgePlanet, Inc. a business service company providing eLearning solutions to more than 150 countries. Shawn handled the company’s transactional work and negotiated strategic partnership agreements with consulting and application partners. Prior to joining KnowledgePlanet, Shawn worked in private practice for the Harrisburg-based law firm of Keefer Wood Allen & Rahal, LLP where she focused her practice in the areas of corporate and business law, real estate acquisitions and estate planning. Shawn has also served as a clinical law professor for the Dickinson School of Law of the Pennsylvania State University, teaching a course on elder law.
Shawn graduated cum laude from Elizabethtown College in 1993, receiving a B.S. in Business Administration and Economics, and received her juris doctorate from the Dickinson School of Law in 1996. While attending law school, Shawn served as a legal intern for the Office of Attorney General in their Antitrust Section.
Shawn serves as an agency representative on the Commonwealth’s State Records Committee. She is a member of the Office of General Counsel’s Public Finance, E-Commerce, Records Access Management and Transactions Practice Groups, the Pennsylvania Bar Association’s Environmental, Mineral and Natural Resources Section and Government Lawyers Committee (Chair 2008-09), and is a sustaining member of the Junior League of Harrisburg.
