Tess began her Commonwealth Career in 1992 with the Department of Transportation in the Financial Analysis Maintenance and Evaluation unit. She joined the PENNVEST staff in 1998 as a member of the Chief Counsel’s Office, serving as a legal assistant for 2 years and supervisor/office manager for 11 years. As PENNVEST Region III Project Specialist, Tess serves 20 counties in Southcentral and Southeastern Pennsylvania. Her primary duty is to facilitate and coordinate the PENNVEST funding of water, sewer, brownfield remediation, stormwater and nutrient reduction projects with applicants and assist them in obtaining funding and implementing their projects. This is accomplished through training and outreach; application evaluation and review; funding recommendations; resolution of audit findings; payment and change order review; dissemination and exchange of information through meetings with various State, Federal and local officials, as well as legislators, representatives of private industry, and local citizenry.
Tess is a native of Pennsylvania. She graduated from Palmyra Area High School in 1986. She attended Slippery Rock University and Harrisburg Area Community College where she studied computer science and environmental engineering.
