Jayne B. Blake is Chief Counsel of the Pennsylvania Infrastructure Investment Authority (“PENNVEST”). Prior to her appointment, Jayne served for ten years as PENNVEST’s Assistant Counsel. Her practice at PENNVEST involves documenting asset based lending and the provision of in house counsel services for a client with constantly increasing revolving portfolios. Jayne has worked on over 1000 settlement transactions for PENNVEST and advised the client on a variety of matters including the implementation of an On line Settlement system, a Brownfield program, a proposed bio nutrient trading program, the federal drinking water program under the Safe Drinking Water Act Amendments of 1996, several revenue bond sales, participation in general obligation bond issues, creditor’s rights issues including bankruptcy, personnel matters, tax matters and generally administrative law matters as they may arise.
Jayne is a Massachusetts native. She received her undergraduate degree in 1982 from the University of Massachusetts at Amherst, her juris doctor in 1993 from Widener University School of Law in Harrisburg and an LL.M in Taxation and Certification in Employee Benefits from Georgetown University School of Law in 2009.
Jayne is the Chair of the Finance Practice group for the Commonwealth of Pennsylvania Governor’s Office of General Counsel (OGC), a member of the OGC transaction practice group and a member and subcommittee chair of the Pennsylvania Bar Association Government Lawyers Committee.
